The certification

IPEMA Certified

IPEMA is the International Play Equipment Manufacturers Association. It runs an independent, third-party certification program. A manufacturer can't just claim a product is safe — an outside validator reviews the test data and confirms it meets the relevant ASTM standards before it earns the IPEMA seal.

What it means for you: when you see the IPEMA seal on a playground surface, an independent body — not the seller — has verified it meets the published safety standards. It's the single credential most schools, parks, and playground inspectors ask for first.

The impact standard

ASTM F1292 — Impact Attenuation

ASTM F1292 is the Standard Specification for Impact Attenuation of Surface Systems Under and Around Playground Equipment. In plain terms, it's the test that measures how well a surface cushions a fall.

A sample of the surface is tested by dropping a weighted instrumented headform onto it from increasing heights. The test measures the force of each impact and establishes a "critical fall height" — the maximum height from which a fall is cushioned within safe limits. A surface passes for a given playground only if its critical fall height meets or exceeds the height of the equipment kids can fall from.

What it means for you: F1292 is the difference between a surface that looks soft and one that's been measured to protect a child who doesn't land perfectly. It's why rubber mulch — which keeps cushioning year after year — is used under play structures where sand and pea gravel pack down hard.

The test measures two numbers, and both must pass: G-max (peak deceleration — under 200) and HIC, the Head Injury Criterion (under 1,000) — the same family of measurement used in automotive crash testing. The recycled-rubber nugget mulch we ship stays under both thresholds at the certified depths below, so you can match your equipment's fall height straight to a depth.

Certified thickness-to-fall-height ratios for the IPEMA-certified recycled-rubber nugget mulch we ship, tested to ASTM F1292-22 and F3012-22 (listed in IPEMA’s public database). Public playgrounds follow the U.S. CPSC Public Playground Safety Handbook (Pub. 325); home playgrounds, its voluntary Home handbook (Pub. 324). Loose fill settles when rolled, so spread about an inch over the target depth. Figures reviewed July 2026.

Why these depths look lower than the “12 inches” you may have seen: the CPSC lists a generic 9–12″ minimum for loose fills like wood chips and sand because they compress and scatter. Rubber nuggets don’t compress the same way, so under ASTM F3012 they earn a certified fall-height rating at a shallower depth.
The accessibility standard

ASTM F1951 — Accessibility, and the ADA

ASTM F1951 is the Standard Specification for Determination of Accessibility of Surface Systems Under and Around Playground Equipment. A public playground falls under the ADA, and F1951 is the test that says whether a surface lets a wheelchair travel across it.

Our nuggets are ASTM F1951-21 certified at two depths: 4 inches compacted to 3.5, and 7 inches compacted to 6.

What it means for you: the depth is part of the certification, not a footnote to it. Install and maintain at a certified depth and the surface meets the standard an inspector applies.

The material standard

ASTM F3012 — Loose-Fill Rubber Surfacing

ASTM F3012 is the Standard Specification for Loose-Fill Rubber for Use as a Playground Safety Surface Under and Around Playground Equipment. Where F1292 tests how a surface performs, F3012 specifies what the loose-fill rubber material itself must be — its consistency, particle characteristics, and the requirements to qualify as a certified playground surface.

What it means for you: together, F3012 (the material) and F1292 (the impact performance) are the two standards behind a properly certified loose-fill rubber playground surface — which is exactly what playground-grade rubber mulch is.

How do I verify the certification?

What's the difference between ASTM F1292 and F3012?
F1292 measures how well a surface cushions a fall and sets its critical fall height. F3012 specifies the loose-fill rubber material itself — particle characteristics, purity, and limits on lead and tramp metal. A certified playground surface meets both.
Does the color change the certification?
No. Every color is the same IPEMA-certified, ASTM F1292-tested surface — safety never depends on color.
What depth do I need to be certified?
Match the depth to your equipment's fall height: 4″ protects a 10-ft fall, 5″ a 12-ft fall, 6″ a 16-ft fall — the full table is above.
