For play areas, IPEMA certifies our rubber nuggets to ASTM F1292. That standard measures how well a surface cushions a fall. It matters in Missouri: rule 5 CSR 25-500.082(6)(A)8 bars bare ground under play equipment.

The rule requires that "concrete, asphalt, carpet, grass or bare soil is not an acceptable surface under outdoor equipment from which children might fall and be injured." Bare ground does not pass. You need a tested cushioning surface under the equipment.

A deep bed of certified rubber mulch meets that requirement. It stays springy instead of packing down the way wood chips do. Blue and green read as fun and hide dirt.

Certified thickness-to-fall-height ratios for the IPEMA-certified recycled-rubber nugget mulch we ship, tested to ASTM F1292-22 and F3012-22. Public playgrounds follow the U.S. CPSC Public Playground Safety Handbook (Pub. 325). Loose fill settles when rolled, so spread about an inch over the target depth.

Why these depths look lower than the “12 inches” you may have seen: the CPSC lists a generic 9–12″ minimum for loose fills like wood chips and sand because they compress and scatter. Rubber nuggets don’t compress the same way, so under ASTM F3012 they earn a certified fall-height rating at a shallower depth.
